Parish Councillors are hereby summoned to a meeting of Neasham Parish Council on Tuesday 7 June 2022, 6:30PM, in Neasham Reading Room to transact the business listed in the agenda below.

Members of the public are entitled to attend Parish Council Meetings as a non-participating attendee (unless confidential matters are under discussion) but may speak only at the invitation of the Chair. Those wishing to speak on any matter during the meeting must give written notice giving brief details to the Clerk or Chair at least two days prior to the meeting.

Agenda

  1. Chair’s welcome and apologies for absence.
  2. Declarations of interest in items on the agenda.
  3. Approval of the minutes of the Annual Meeting and ordinary meeting both held on 3 May 2022, as previously circulated.
  4. Matters arising from previous meeting.
  5. PACT Meeting held on 25 May 2022 at Dinsdale Court Community Centre.
  6. Roads and footpaths.
  7. Environment Agency Matters.
  8. Village Green.
    • Report on progress on the trial patch for a wild seed area to the east end of the green.
    • Lack of availability of suitable trees from Darlington BC to parish councils for planting, as referred to at the Parish Assembly, the proposal for an evaluation of the current stock of trees.
    • Shrubbery. Materials delivered and stored offsite. Report on anticipated program of works.
    • UK Insurance Renewals difficulties in contact anyone regarding our query on the unfixed materials for the shrubbery, despite several telephone calls and many emails, still no response to our query.
  9. Planning.
    • Applications received since last meeting:-
      22/00439/FUL – 12 Dibdale Road, Neasham – Various extensions and alterations.
      22/00267/FUL – Brass Castle Farm – Demolish 2No existing agricultural buildings and replace.
    • Decisions received since last meeting:-
      None.
  10. Risk Management.
    There was one inspection scheduled for May (Electrics for Duck Derby), Planters to be inspected when planted up during May/June.  No new defect notices raised in May and one defect in respect of the missing dog waste bin remains open.
  11. Finance.
    • The Precept in the sum of £9,915 for the year 2022/23 has been received from Darlington BC.
    • Mazars (the external auditor) have confirmed receipt of the Neasham PC Exemption Cerfificate.
    • The dates for the Exercise of Public Rights to Inspection of the accounts (commencing 9 June and ending on 20 July) to be advertised on the Website 8 June. Viewing at 14 Teesway by appointment.
    • Previously approved payments made in May:- J Weighell/Webbs £24.94 (Rose Bush), Marmax £1322.40 (Raised bed and Lectern). J Weighell declined re-imbursement for the cost of a present for the internal auditor for carrying out the audit.
    • Proposals for expenditure of the £1000 grant from Darlington BC for the benefit 0f the parish.
    • Not paying for the renewal of the old website with Spanglefish, by default it continues for free but with adverts, unless fully cancelled.
  12. Updating of Policies and Procedures Documents.
    No new documents tabled, reminder to use the approved signature block on official correspondence.
  13. Climate Change Issues
    Proposed measures to be taken following discussions at Parish Assembly.
  14. Ward Councillor Matters.
  15. Correspondence (all as circulated in May).
    • Various emails from NALC regarding Newsletter (09/05, 18/05, 01/06) Chief Executive’s bulletins (09/05, 09/05, 16/05, 23/05, 30/05, 01/06). For information only, unless any matters raised by members.
    • NALC emails (10/05, 24/05, 26/05) advertising various online events.
    • Email 26/05/22 from a Gary Lane requesting permission to post a notice on one of our boards advertising social walks which he organises for Groundworks.
  16. Other village matters.
    • Feedback on Queen’s Jubilee celebrations
    • Actions to improve communications with the parish after discussions at the Parish Assembly.
    • The status details of the defibrillator have been updated as requested by the Circuit, thank you to Liz Conlin for her continued support.
    • Confirmation of the required inspections of the flotation device.
    • To confirm the date for an informal get together to thank J Weighell for his service to the parish.
