Parish Councillors are hereby summoned to a meeting of Neasham Parish Council on Tuesday 5 July 2022, 6:30PM, in Neasham Reading Room to transact the business listed in the agenda below.

Members of the public are entitled to attend Parish Council Meetings as a non-participating attendee (unless confidential matters are under discussion) but may speak only at the invitation of the Chair. Those wishing to speak on any matter during the meeting must give written notice giving brief details to the Clerk or Chair at least two days prior to the meeting.

Agenda

  1. Chair’s welcome and apologies for absence.
     
  2. Declarations of interest in items on the agenda.
     
  3. Approval of the minutes of the ordinary meeting held on 7 June 2022, as previously circulated.
     
  4. Matters arising from previous meeting.
    Confirmation of the apology for absence because of holiday, by J Grainger to the parish council meeting held on the 7 June 2022.

  6. Roads and footpaths.
     
  7. Environment Agency Matters.
    • A village green sign had been damaged and repaired by the Environment Agency.
    • Floodbank footpath to rear of Fox and Hounds, slabs settled forming a trip hazard, notification sent.
       
  8. Village Green.
    • Report on progress on the trial patch for a wild seed area.
    • Shrubbery summary of work carried out to achieve completion.
    • Water trolley no longer usable, proposals for replacement (see below item 11).
       
  9. Planning.
    • Applications received since last meeting:-

  10. Risk Management.
    The Risk Management Report for 1Q 22, as issued, shows all 7 scheduled inspections in the quarter had been completed. Two defects had been raised, one of which was rectified. Two defects remain open.
     
  11. Finance.
    • The period for the Exercise of Public Rights to Inspection of the accounts for 2021/22 commenced 9 June and will conclude on 20 July.
    • Previously approved payments made in June:- Marmax £348.00 (balance for Lectern), Green Frog £155.50 (Shrubbery plants), J T Atkinsons £624.00 (Topsoil), Clerk £457.15 (quarterly salary), HMRC £114.29 (PAYE).
    • Proposals for expenditure of the £1000 grant from Darlington BC for the benefit of the parish, suggestions to date work to west end embankment and water bowser.
    • Insurance renewal ongoing.
    • Confirmation of the emergency decision to purchase a water bowser at a cost of £314.50 (excluding VAT).
  12. Updating of Policies and Procedures Documents.
    No new documents tabled.
     
  13. Climate Change Issues.
    • G Crute sent an email 11 June formally thanking Margaret Enstone and Joe Bradford for their presentation at our Parish Assembly. The email also outlined many of the issues raised at the meeting.
    • Following discussions at the Parish Assembly, it has been proposed to set up a working party to establish what actions Neasham PC can take in combating climate change.

    • NALC email 20/06 regarding Civility and Respect Project.
    • NALC email 27/06 regarding Cleveland Police Communities Survey.
       
  16. Other village matters.
    • Feedback on Queen’s Jubilee celebrations.
    • Formulation of an Action Plan to improve communications with the parish.
    • Feedback on the informal get together thanking J Weighell for his long service to the parish.
