Parish Councillors are hereby summoned to a meeting of Neasham Parish Council on Tuesday 4 May 2021, 6:30PM, via Zoom to transact the business listed in the agenda below.

Members of the public are entitled to attend Parish Council Meetings as a non-participating attendee (unless confidential matters are under discussion) but may speak only at the invitation of the Chair. Those wishing to speak on any matter during the meeting must give written notice giving brief details to the Clerk or Chair at least two days prior to the meeting.

  1. Chair's welcome and apologies for absence.
  2. Due to Coronavirus restrictions no Annual General Meeting held in 2020 and it was resolved that the incumbent postholders should remain in post until May 2021, which had been confirmed as a correct record at the subsequent meeting held 1 June 2020.
  3. Chair's Report.

  5. Election of Chair for 2021/2022.
  6. Election of Vice Chair for 2021/2022.
  7. Other appointments to support the Chair in effective management for 2021/2022.

  3. Approval of Minutes of meeting held on 6 April 2021 as previously circulated.
  4. Matters arising from previous meeting – None.
  5. PACT Report – no meeting.
  6. Roads and footpaths.
    Meeting still required with Bethan Hacker (Darlington BC) to discuss the Right of Way through the New Lane development.
  7. Environment Agency Matters.
    Update on any outstanding matters.
  8. Village Green.
    • Seeds for wild flower meadow adjacent Kent Bridge.
    • Order placed with Brindle Construction to construct the communal seating area. Date for commencement of works to be agreed.
    • Proposed removal of Laurel trees at Kent Bridge and relocation to new communal seating area.
    • Request by Bishop Auckland Canoe and Kayak Club to carry litter picking along River Tees.
    • Change of name of one of the addressees to the Title to the Pump House and Land at Kent Beck with the Land Registry.
  9. Planning.
    • Applications received since last meeting:-None to date.
    • Decisions received since last meeting:-None to date.
    • Update on appeal on traveller sites.
  10. Risk Management.
    • Scheduled Inspections due in April --Flowers tubs (to be done when planted), trees (with numbering).
    • Updated tree plan prepared by G Crute.
    • Defects raised in month – None.
    • Agreement of “All-Risks” Check List by Neasham PC members.
  11. Finance.
    • To note receipt of £8,034.00 from Darlington BC in respect of Precept 2021/22.
    • To approve payments of £14.39 Zoom April (via J Walker), Wilkinsons £48.00.
    • Invoices anticipated in May: Zoom, Spanglefish, Flowers for Tubs, CLCA, signs for information boards.
    • The Spanglefish charge for maintaining the old website is £29.95 but no charge if adverts allowed.
    • Zoom – do the members wish to continue to pay for the premium package.
    • To approve Annual Accounts 2020/21 which have been signed off by the internal auditor (P Allan).
    • Approval by Council of Certificate of Exemption of External Audit for submission to Mazaars.
    • Agreement and signing of Annual Governance and Accountability Return 2020/21 (AGAR).
    • Agreement of the dates for Exercise of Public Rights.
    • Letter received from NS&I confirming J Grainger replacing D Dodwell.
    • Approval of the Clerk’s Annual Appraisal as signed summary circulated.
  12. Updating of Policies and Procedures Documents.
    • Update on the progress and any outstanding matters for consideration.
    • Three revised Register of Members Interest Forms submitted to Darlington BC, no  others altered.
  13. Provision of New Website.
    • The new website went live and the old site amended to leave a link to the new site on the 19th April. Many thanks to the designer and others involved in a successful launch. G Crute will update the members on any outstanding matters including website copyright issues.
    • Provision of website address signs for fixing to information boards.
  14. Ward Councillor Matters.
  15. Correspondence (all as circulated April).
    • Two emails from NALC regarding CE’s bulletins 11 and 19 April (for information only unless any member has any matter arising).
    • Two emails from NALC regarding the death of HRH Prince Philip advising of a statement of condolences on their website and also offering guidance on events.
  16. Other village matters.
    • Broadband in Neasham.
    • The deadline to respond to an advert advising a vacancy on Neasham PC had expired 13th March. Darlington DC have written to Neasham stating that as they had not received any applications from persons interested, Neasham PC were now free to co-opt a new member.
