Draft minutes of Neasham Parish Council meeting held on Tuesday 4 November 2025, 6:30PM, in Neasham Reading Room

Present

K. Sandick, B. Crossen, J. Chapple, C. Bayes, M. Hannaford, P. Dunn, L. Tostevin, P. Walters, E. Miller and J. Turner (Clerk).

3. Declarations of Interest
None.

4. Approval of Minutes
The minutes of the Ordinary Meeting held on 7 October 2025 were approved and signed.

5. Reaching Out, Communications and Events

5.1 Village Newsletter
Chair near complete. Send out for review and request to be printed by company local to Neasham, PrintUk.

5.2 Reading Room – Financial Support
Further discussions to be had which tie in with budget development, however agreed NPC will attempt to source a grant for projector via North Point.

5.3 Website Provider Update
Council agreed to go ahead with website host ‘Parish Online’. This will ensure we remain compliant, use a system that other Parish Councils use and gain a .gov website and email addresses. Clerk to make contact with Parish Online and proceed with process.

6. Finance

6.1 Payments (October)
Adam Crute Website Maintenance £60.00
G Crute Councillor Expenses £247.00
Clerk Expenses £117.18
Cleaning of Millennial Stones £100.00

6.2 Online Banking
M. Hannaford now has access to online banking. Mandate to add Clerk now with bank.

6.3 Budget and Precept 2025/26
Discussion took place between Councillors. Clerk to review budget and factor in main discussion points which included Speed Signs and Website Maintenance.

7. Roads and Footpaths

7.1 Speed Signs
Agreed that budget needs to be set aside for the replacement of the speed signs. As a parish, speed signs are a requirement and not optional.

8. Environment Agency Matters
Nothing to report.

9. Village Green

9.1 Planned tree maintenance
Miss Trees to maintain as required.

9.2 Winter Bulbs and discuss possible grant.
Plants purchased to bulk areas up for winter. Email trails continue to build in attempt to source grant.

10. Planning

10.1 Planning Applications
No new applications have been received since the last meeting. Although Public Consultation in relation to Hurworth Moor Solar Farm has been shared with councillors and via social media.

11. Risk Management

11.1 Power Supply Test Certificate – Village Green Junction Box
Documents received.

11.2 Defibrillator Maintenance
Defibrillator pads in hand and will be replaced this month.

12. PACT Meeting
Event held in the Reading Room, good attendance from locals. Next meeting will take place at Hurworth Grange – 6pm on 3rd December.

13. Environment Agency Flood Resilience

13.1 Flood Warden Information Event
Three councillors were in attendance. Follow up meeting arranged at Neasham Reading Room with the Environment Agency. Date to be confirmed.

14. Ward Councillor Matters

14.1 Reports from Ward Councillors
Christmas events in Darlington to be shared -
Sunday 16th November 4pm – Christmas Lights Switch on in Darlington
Saturday 13th December – Darlington Ice Sculpture Trail
Hopetown will be hosting bookable Santa meet and greets

Discussions circulating around Teesside Airport noise frequency. J Chappelle to connect with local parishioner who has previously voiced concerns.

16.1 Remembrance Sunday
Event will take place 12:45 Sunday 9th November in Neasham.
